The Guanajuato State Secretariat of Security and Peace announced that between January and December 2025, 3,336 people were arrested, including 55 individuals responsible for generating violence, resulting in an economic blow to organized crime exceeding 453 million pesos. These results are attributed to the state’s CONFIA strategy, spearheaded by Governor Libia Dennise García Muñoz Ledo.

According to the official report, these actions represent an almost 45% increase in arrests compared to 2024, reflecting a security model focused on intelligence, investigation, regionalized presence, and direct combat against criminal economies.

Furthermore, the financial impact included over 382 million pesos in seizures, notably the recovery of stolen merchandise, confiscations of hydrocarbons, and the seizure of more than 1.2 million doses of drugs, primarily marijuana and crystal meth. In addition, 71 million pesos in payments were avoided thanks to the intervention of the Anti-Extortion Squad.

One of the most significant indicators was the 62% reduction in the average number of intentional homicides, dropping from 12.7 victims per day in February 2025 to 4.87 in December.

With this, Guanajuato ended 2025 ranked seventh nationally in homicide rate per 100,000 inhabitants, after having held first place months earlier.

During the year, authorities also seized 452 firearms, nearly 23,000 rounds of ammunition, 649 magazines, more than 2,300 vehicles, as well as tire spikes and explosive devices.

One year after the implementation of CONFIA, the state government announced the addition of 162 new patrol vehicles to reinforce security, as well as regional intelligence agreements with states in the Bajío region. Finally, the call to citizens to use the anonymous reporting line 089 was reiterated.
