The city council of Guanajuato Capital has officially approved the beginning of drafting a municipal regulation aimed at creating the long-delayed Unit for Attention to Sexual and Gender Diversity. This institutional step seeks to comply with state legislation enacted in 2024 that mandates all 46 municipalities in Guanajuato to establish specialized offices for the LGBTQ+ community. However, the move comes after more than two years of administrative backlog, positioning the capital among the local governments lagging behind in enforcement.
Presented by councilman Manuel Aguilar Romo, the regulatory initiative was sent to the Cabildo’s Legislative Affairs Commission for review, with an estimated window of two months for its final discussion and voting process. Proponents argue that formally establishing this specialized area is crucial to providing proper legal assistance, psychological first aid, and structured anti-discrimination public policies. Furthermore, local authorities emphasized the need to allocate specific funding within upcoming municipal budgets to guarantee the proper operation of the unit once its internal framework is completed.
Despite the step forward, local activists and members of the LGBTQ+ community voiced mixed reactions, questioning the timing of the announcement. Several community representatives pointed out that addressing the two-year delay right as the electoral cycle approaches raises concerns about political opportunism rather than genuine institutional commitment. While acknowledging that a dedicated municipal office represents a necessary milestone for visibility and rights protection, civil advocates stressed that the government must ensure that human rights agendas remain independent of electoral interests and partisan agendas.
