The Guanajuato State Human Rights Ombudsman’s Office (PRODHEG) has issued 24 recommendations to public educational institutions for violations of labor and student rights.
In the 2024 and 2025 periods, 13 of the total cases were related to labor issues and 11 to violations of student rights; of the latter figure, two incidents were related to sexual acts.
The workers responsible for controlling mosquito populations to prevent diseases such as dengue, Zika, and chikungunya are demanding better working conditions, dignified treatment, and no retaliation for their right to protest.

The Guanajuato Education Secretariat (SEG), through its head, Luis Ignacio Sánchez Gómez, stated that no more than 10 cases have been reported to the State Attorney General’s Office (FGE), out of the 134 complaints they have identified for school violence.
The Cases from 2025
In León, the case of the Juan Enrique Pestalozzi Kindergarten recently came to light, in which alleged psychological, physical, and sexual abuse against eight students was reported, in addition to negligence on the part of educational authorities.
As a result of this incident, on July 10th, the teacher, María Guadalupe N, was charged with being the perpetrator.
Meanwhile, in the municipality of Salamanca, parents of the 20 de Noviembre Elementary School demanded that educational authorities take urgent action regarding what they consider violent, verbal, and psychological behavior by teacher María Elizabeth N, both on and off campus.
Recommendations by PRODHEG
The data shared by the Attorney General’s Office includes reports from 2024, from municipalities such as Irapuato, León, and Celaya.
One of the media-intensive events of last year was that of sexual abuse. A complaint has been filed against the former principal of the Liceo de León school. PRODHEG issued recommendations to the Regional Delegation III of the Guanajuato Ministry of Education and the Attorney General’s Office of the State of Guanajuato for failing to protect the rights of the children who were victims of this case.
School Violence
In an interview with the media, the Secretary of Education, Sánchez Gómez, assured that educational institutions are safe.
A request for transparency indicates that from May 2024 to May 2025, 279 complaints of school violence were registered, identified by the SEG. The head of the state agency, Luis Ignacio Sánchez Gómez, confirmed that there are 134 complaints of school violence.
“Each of the cases presented to us has a specific treatment (…) when the issue of violence is not between peers or there is abuse, we act with all the force,” said the secretary.
From the municipal level, in the case of León, When asked about the actions taken to prevent school violence, the head of the General Directorate of Education, Jonathan González Muñoz, mentioned that workshops and other departments are being created to raise awareness of rights and obligations.
When a case arises, it is channeled to the appropriate authorities.
“As a municipality, we support, work, and strengthen everything related to workshops, the ability to work with children and parents on this issue, ensuring that no rights are violated,” said the municipal official.
