Guanajuato Has More Than 20 Social Programs to Reduce Poverty and Improve Quality of Life
In the Secretariat of New Beginnings (Secretaría del Nuevo Comienzo), more than 20 social programs are aimed at addressing different forms of poverty and providing tools to improve the quality of life of the people of Guanajuato.
According to Rosario Corona Amador, Secretary of New Beginnings, Guanajuato is one of the Mexican states with the lowest levels of extreme poverty. She explained that the state government has invested in programs that not only assist vulnerable populations but also help them develop sustainable projects and opportunities for self-improvement.
A Comprehensive Strategy Against Poverty
The Secretariat follows an integrated strategy focused on reducing social inequalities in the most vulnerable areas of the state.
“We have 20 programs in the Secretariat. Our work combines social sensitivity with poverty reduction through public works, such as paving streets in neighborhoods that have waited years for improvements, as well as providing drinking water, drainage systems, and electricity,” said Corona Amador.
What sets Guanajuato apart, she noted, is that support goes beyond infrastructure projects. The state also emphasizes social outreach and community engagement, creating long-term positive impacts on families and communities.
Poverty Reduction Results
Recent official measurements show significant progress in reducing poverty levels across the state.

According to data now measured by INEGI (Mexico’s National Institute of Statistics and Geography), approximately 456,000 people have moved out of poverty. The state currently has around 101,000 people living in extreme poverty, making Guanajuato one of the states with the lowest extreme poverty rates in the country.
“We will continue working because these are not just statistics—they are people who deserve to be heard and supported,” she said.
Targeting Areas Most in Need
To ensure resources reach those who need them most, the government uses official data and poverty indicators to identify priority areas with the greatest social needs.
The strategy involves coordination among multiple government agencies to ensure investments are focused and generate both immediate and long-term benefits.
The Rosa Card Program
One of the most notable programs is the Tarjeta Rosa (Pink Card), which has evolved beyond direct financial assistance.
In addition to monetary support, the program provides:
- Medical services
- Dental cleanings
- Blood tests
- Home medical visits
- Psychological counseling
- Nutritional guidance
- Legal assistance
- Roadside assistance
- Emergency fuel delivery
- Tow truck services
- Home repair services (plumbing, locksmith, glass repair)
- Funeral expense coverage for beneficiaries’ spouses or children under 21
“These additional benefits are available not only to the woman receiving the card but also to her family,” explained Corona Amador.
Additional Programs Available
For those who do not qualify for the Rosa Card, the state offers several other programs, including:
- Positive Parenting (Crianza Positiva): Training and educational workshops for families.
- Tú Puedes Financial Program: Loans for women entrepreneurs.
- Guanajuato Puede: Support for entrepreneurship and economic development.
- Conecta: Employment opportunities and job placement assistance.
- Medical Pass Program: Free health screenings, including mammograms and other preventive services.
Corona Amador emphasized that these initiatives are designed to support different sectors of the population and create opportunities for long-term social and economic development throughout Guanajuato.
