The Third International Congress of Women and Business Leaders kicks off in Guanajuato.

With 650 national and international attendees, the Third International Congress of Women and Business Leaders, organized by CONCANACO-SERVYTUR, kicked off in León, Guanajuato.

This meeting is considered historic, bringing together leading voices from the business sector to highlight the important role of women in the economy and innovation.

The event brings together businesswomen, entrepreneurs, union leaders, and strategic allies to discuss inclusion, innovation, and economic development from a gender perspective.

Additionally, during the event, the “Breaking the Glass Ceiling” award will be presented to 100 women distinguished for their impact on the economy and job creation.

“This congress is a platform to professionalize and strengthen women entrepreneurs, who are a strategic core for the national economy. Their leadership generates employment, social cohesion, and competitiveness,” said Rosa Elena García Hidalgo, Treasurer of CONCANACO SERVYTUR, at a press conference held within the framework of the Third International Congress of Women and Business Leaders.

The program of activities includes keynote addresses, including those by the Governor of Guanajuato, Libia Dennise García Muñoz Ledo; journalist Bárbara Anderson; and communicator Paola Rojas.

There will also be business networking opportunities, gastronomic experiences at various venues in Guanajuato, and a closing concert by the Dejavú group.

Guanajuato Governor Libia Dennise García Muñoz Ledo gave her keynote address this Wednesday afternoon, emphasizing the role of women in history and in current public life, emphasizing that it’s not just “women’s time,” but that it always has been.

“When we talk about Independence, we talk about Hidalgo, Allende, or Iturbide, but women like Tomasa Estévez in Salamanca, the insurgents of Pénjamo, or María Ignacia Rodríguez, who also fought on the front lines for Mexico’s freedom, are rarely acknowledged,” she noted.

The governor shared that her arrival to the state government meant breaking stereotypes and opening a new path in Guanajuato politics.

“For the first time in history, a woman cried out in the cradle of Independence. I experienced that moment remembering all the women who were erased from official history, because when we speak out, other women must be named,” she said.

Libia García Muñoz Ledo, who this year celebrated her first anniversary as head of the state executive branch, also spoke about the challenges she has faced in a society that still questions female leadership.

“When I was Secretary of Government, they asked me in every meeting who took care of my children. How many men in that position were asked the same question?” she said to applause.

The Governor recalled that today Mexico has 13 female state governors, in addition to the first female president of the Republic. These advances, which she recognized as a result of legal reforms that forced political parties to nominate women, also represent the legacy of generations of women’s struggles.

“Today we continue to celebrate a woman at the helm, but more women are coming who will continue to make a difference. We haven’t come to this place to fit in, but to disturb and transform,” stated the Governor of Guanajuato.

She also called for strengthening female participation, where resistance still persists.

“In government, we already have gender-equal cabinets out of conviction. But in many business chambers, men still predominate in decision-making bodies. It’s time to break the inertia there as well,” she stated.

The Governor gave a speech that ranged from history to current challenges, emphasizing that women’s leadership must be visible in all areas.

“I am a woman convinced that we must continue working together, for Guanajuato and for Mexico,” she emphasized.

The Third International Congress of Women and Business Leaders will be held on September 23, 24, and 25, 2025, at the CONCANACO SERVYTUR facilities and the Bicentenario Theater in León, Guanajuato.

Rosa Elena García, treasurer of CONCANACO SERVYTUR, reported that the Third International Congress of Women and Business Leaders will also feature the participation of 11 female governors from the country, who will share experiences and development strategies.
